The rule of origin in VJEPA

On May 18, the ministry of Industry and Commerce enacted the circular No. 10/2009/TT-BCT, regulating the deployment of the origin rule in Vietnam-Japan Economic Partnership Agreement (VJEPA). Circular 10 regulated the followings: the commodities were certificated C/O, the responsibilities of the people who were granted C/O, the responsibilities of organizations which certificated C/O, the procedures of granting C/O, organizing to manage the grant of C/O. Accordingly, when the people proposing to certificate C/O summit the documents, the staffs will be responsible for receiving and checking the documents in theĀ receipt or other documents for them to deploy one of the following activities: granting C/O, requiring to add the document or refusing to grant C/O if they discover that the proposer didn't follow the procedures as regulated by the Circular in some cases. According to this Circular, C/O must be granted within three working days since the proposer asks to grant C/O, submitting sufficient and valid document. However, organizations granting C/O will recover C/O in the following cases: exporters, C/O grant proposers counterfeited the documents or C/O didn't meet the original standards.
