Mr. Pham Xuan Hong, representative of HCM Garment Association said that: until now, only about 60% garment enterprises have production contracts in next two months, the rest have faced with difficult. Most of them have limited the production and competed with others each contract,even many others reduced to the lowest price to find order forms . While export is difficult, exploitation on domestic market is more difficult. According to HCM Garment Association, although trying the best, most enterprises did not find export order forms on domestic market. Even enterprises signed cooperation contracts with enterprises having domestic trademark could  exploit a small part of production capacity. The decline in buying power on garment market made enterprises' production plans changed. From this fact, Vietnam Garment and Textile Association and Vietnam export sectors should expand and promote exporting to new markets, especially Russia, Middle East.
